    praecast GeorgeWHerbert ArmsControlWonk Yeah this is my thinking exactly. Anything other than deterrence is a complete failure (as it should be) but deterrence assumes you’re dealing with rational enemies. And I’m not sure 🇮🇷 or 🇷🇺 can be called rational.
