    christogrozev EliotHiggins The wording is very careful. The State Department could be using a very narrow definition (meaning ‘something ingested’) to issue a non-denial that sounds like a denial. A chemical weapon in the room is easily an ‘environmental factor.’

      christogrozev EliotHiggins To note: I am not *definitively* saying this is the case, but a lot of the USG statements have read as if they are ensuring Russia (or China) have a lot of wiggle room in how they respond.
