      nbashaw That is effectively what they do! When the lights on the safety car go out (no longer flashing yellow) then the lead person behind the safety car ‘becomes’ the safety car. They can’t pass the safety car until after the safety car line (a predetermined point on track)

    nbashaw No passing is allowed until a car is past the start/finish line on the restart.
