Yes, this number will be lower in areas with worse transit access, higher numbers of livery/cab drivers, and potentially lower income areas. But the rule holds.

You could absolutely cut half the parking spaces on my street and people would whine but not have their lives majorly impacted. Most of the cars only move for street sweeping anyways.
