Early AWD systems were hard to understand so people interpreted “I can’t control which wheels have power” as “all wheels always have power.” What you’re thinking of is called “permanent four wheel drive.”

Older 4WD systems depended on locking hubs at each wheel — you’d turn a dial at each corner to engage/disengage power. These systems are simpler but increase drivetrain losses (and therefore fuel consumption).
